An Oshkosh man faces a mandatory minimum of 10 years in federal prison after pleading guilty Tuesday to coercing and enticing a minor for sexual abuse, in a case involving the exploitation of a child overseas.
Bradley D. Hounsell, 44, entered his guilty plea in a federal courtroom. According to plea documents, Hounsell used a social media platform to communicate with an individual in the Philippines, where he expressed his interest in sexually explicit images and videos of children.
The criminal conduct escalated in November 2023. Court records show the individual informed Hounsell of access to a 13-year-old child. Hounsell then specifically requested that the individual produce and send a video depicting the sexual abuse of that child.
Hounsell used an online payment platform to send money to both the individual and the child. In return, he received a video showing the sexual abuse, performed to his specifications.
A subsequent forensic review of Hounsell’s online communications revealed he had repeatedly solicited sexualized images of minors from the individual prior to the November 2023 transaction.
The charge of coercing and enticing a minor to engage in unlawful sexual conduct carries a mandatory minimum sentence of 10 years and a maximum penalty of life imprisonment. A federal judge will determine Hounsell’s sentence at a later date. The sentencing will consider federal statutes and the U.S. Sentencing Guidelines.
