
LEBANON, Tenn. — A Lebanon woman has been indicted on multiple charges of criminal simulation in connection with an alleged TennCare fraud scheme, authorities announced Friday.
Kimberly Franklin, 55, the owner of a local home health care business, was indicted by a Wilson County Grand Jury on five counts of criminal simulation on January 14. She surrendered to the Wilson County Jail on January 16 and was released on a $15,000 bond.
The indictment follows an investigation by the Tennessee Bureau of Investigation (TBI) that began in June 2023 after allegations of TennCare fraud and abuse surfaced. According to investigators, Franklin allegedly forged documents between January 2022 and November 2025 to defraud the state’s Medicaid program.
“TBI investigators have concerns that Franklin may be connected to additional crimes with additional victims,” the bureau said. Authorities are asking anyone who interacted with Franklin or has information relevant to the ongoing investigation to contact the TBI at 1-800-TBI-FIND.
The TBI emphasized that the charges are accusations, and Franklin is presumed innocent until proven guilty in a court of law.
