
Nashville, TN – Two former supervisors at a waste treatment plant in Nashville have been indicted for allegedly conspiring to release untreated wastewater into the city’s sewer system and for tampering with a government monitoring device.
The federal grand jury indictment, which was unsealed today, charges Randall Ray Stark from Texas and Caleb Warren Randall from Tennessee with conspiracy to violate the Clean Water Act and defraud the Environmental Protection Agency (EPA).
Court documents reveal that Stark held the position of Facility Operations Manager, while Randall served as the Plant Supervisor at the facility run by Allwaste Onsite, operating under the name Onsite Environmental.
The indictment claims that during December 2022 and January 2023, the two supervisors instructed employees to circumvent treatment processes and unlawfully discharge untreated and partially treated wastewater into Nashville’s municipal sewer system. They are also accused of tampering with a sampling device that was installed by the Metropolitan Government of Nashville and Davidson County to ensure compliance with the facility’s pretreatment permit.
Earlier this year, on August 5, Onsite Environmental admitted guilt to federal charges related to these unlawful discharges.
If found guilty, Stark and Randall could face up to 17 years in prison, in addition to potential fines, restitution, and supervised release.
