Hartford, CT— Attorney General William Tong announced that tenants of Concierge Apartments in Rocky Hill will receive up to $5.1 million in financial relief following an investigation into unsafe living conditions at the 544-unit complex.
The agreement in principle with owner JRK Property Holdings is the first of two aimed at compensating residents and addressing health and safety concerns. A second agreement, yet to be finalized, will establish ongoing inspections, accountability measures, and improved communication between management, residents, and the town.
Under the agreement, residents of Buildings A, B, and C—many of whom remain displaced—will receive $1,100 to $1,700 per unit, three months of free rent, a one-month utility waiver, and the option to break leases without penalty. Compensation averages $15,104 per unit. Tenants in Buildings D and E will receive $500 per unit, one month free rent, and a one-month utility waiver, averaging $3,397 per unit. All current tenants may renew leases through the end of the year at existing rates. Residents must opt-in by March 6 or 13 depending on their building.
The Office of the Attorney General began the investigation on February 9, citing numerous tenant complaints and unsafe conditions, including incomplete repairs and inadequate maintenance. Tong said the package addresses “unlivable, exceptional health and safety violations” and provides “a measure of immediate compensation” to residents affected by years of mismanagement.
Rocky Hill Mayor Allan Smith, State Rep. Kerry Wood, and State Sen. Matt Lesser praised the settlement, calling it an important step toward restoring safe housing and accountability at the complex.
