FRANKFORT, Ky. – Attorney General Russell Coleman announced today that a Magoffin County man has been sentenced to 10 years in prison following a conviction for multiple disturbing crimes involving child sexual abuse material and a sexual offense against an animal.
Kent Simpkins, 43, of Salyersville, was sentenced Thursday in Magoffin Circuit Court after pleading guilty to seven felony counts, including:

- One count of Distribution of Matter Portraying a Sexual Performance by a Minor Under 12 (Class C Felony)
- Three counts of Possession of Matter Portraying a Sexual Performance by a Minor Under 12 (Class C Felony)
- Two counts of Possession of Matter Portraying a Sexual Performance by a Minor Over 12 (Class D Felony)
- One count of Sexual Crime Against an Animal (Class D Felony)
The investigation began after a cyber tip was submitted to the National Center for Missing and Exploited Children (NCMEC). Authorities traced the offending material to Simpkins’ IP address and social media accounts. A subsequent search revealed multiple graphic images of minors engaged in sexual acts, as well as animal sex abuse content—including a video of Simpkins committing a sexual act with his family’s dog.
In addition to serving 10 years in prison, Simpkins will be placed on the Kentucky Sex Offender Registry for life and will be subject to five years of post-incarceration supervision.
“This predator was already far down a dangerous path of criminal activity,” said Attorney General Coleman. “We are grateful to the team of detectives and prosecutors whose dedicated efforts will ensure this man is kept far away from children.”
The case was investigated by the Kentucky State Police Electronic Crimes Branch, and prosecuted by Assistant Attorney General Lindsey Studebaker from the Attorney General’s Special Prosecutions Unit.
